Obtaining a Personal Identification Number (PIN) for Foreigners - Online

The Individual Identification Number (IIN), Personal Identification Number (PIN), or Tax Identification Number (TIN) for non-resident individuals is referred to by different names, but the meaning is the same—it's an individual identification number. In Kyrgyzstan, it is called the PIN.

The PIN is necessary for accessing any digital government services in Kyrgyzstan. It serves as your unique code in the database of individuals eligible for services and government benefits.

The assignment of a PIN to a foreign citizen in Kyrgyzstan, like for citizens of Kyrgyzstan, occurs only once and is permanently assigned to the individual, becoming their personal identifier with the tax authorities. The fact of receiving a PIN is confirmed by the issuance of a certificate.

To open, for example, a bank account in Kyrgyzstan, a foreigner must obtain a PIN from the Public Service Center (PSC) at their place of residence.

This can be done by:

• Personally visiting the Public Service Center (PSC).
• Using a notarized power of attorney.

To obtain a PIN in person at the PSC, you need to provide:

• An application.
• A passport. If the document is in a foreign language, a notarized translation of the passport is required.

To obtain a PIN remotely, you need:

• A notarized power of attorney for the representative.
• A notarized copy of the passport.

The processing time for issuing the PIN certificate for foreigners is 1 business day.

After obtaining the PIN at the PSC, you can issue an electronic digital signature (EDS) and download the Tunduk application to access government services online.
